Is there a way to get the historical price information/graphs for games not currently on sale? I have tried the search, but it won't show games not currently on sale, and I can find no other obvious way.

You can see price history by browsing the Steam store and replacing in the address bar the url from : http://store.steampowered.com/app/XXXXX/ to http://steamgamesales.com/app/XXXXX/
Seems to work for some titles, but not bundles.
For bundles or packs use
steamgamesales.com/sub/XXXXX/
